Why the September decision matters now

On 2026-09-16, the Federal Reserve increased its federal funds target range by 0.25 percentage points to 3.75% to 4.00%. That is the confirmed policy change in the FOMC statement dated 2026-09-16. It provides a clear trigger to inspect borrowing assumptions before September reporting is finalized.

For floating-rate facilities, document the benchmark observation convention and any floor or cap. A floor can prevent a small benchmark change from affecting the payable rate. Add an evidence status to every record: confirmed, awaiting lender confirmation, or scenario only. Missing terms should remain visible. Entering zero incremental interest against an unresolved facility makes an incomplete model look finished.

For a group, retain the borrower dimension through the analysis. Cash held in one subsidiary may not be available for another subsidiary's payment. Intercompany funding assumptions need their own approval and matching entries; a positive consolidated balance alone does not establish that an individual borrower can pay on time.

Work the interest calculation through to payment dates

Consider a fictional company with a $2 million interest-only floating-rate loan. Assume its lender confirms a full 0.25 percentage point increase from October 1, the principal remains unchanged, the agreement uses actual days over 360, and October interest is payable November 2. These assumptions demonstrate the method and are not inferred from the Fed announcement.

The incremental October interest is $2,000,000 multiplied by 0.0025 multiplied by 31/360, which equals $430.56 after rounding. The decimal conversion matters: 0.25 percentage points is 0.0025. Using 0.25 in the calculation would overstate the increase one hundredfold.

The additional expense belongs to October under these assumptions. The additional cash payment belongs to the forecast week containing November 2. A model that places both amounts in September because the announcement occurred in September gets the operational timing wrong.

For a second facility, assume a $1 million balance, the same confirmed rate increase, and an October 16 reset. With 16 affected days through October 31 under the stated convention, incremental October interest is $1,000,000 multiplied by 0.0025 multiplied by 16/360, or $111.11. Together, the two facilities add $541.67 to October interest expense.

Now assume the second facility's October interest is paid October 31. Its $111.11 cash effect occurs before the first facility's $430.56 payment. This is why a monthly expense total cannot simply be pasted into a weekly cash forecast. Preserve the loan-level dates before aggregating.

For a rough full-year sensitivity on the first loan, $2 million multiplied by 0.0025 equals $5,000. That shorthand helps explain scale, but it does not replace the contractual day-count calculation. Actual annual interest can differ because of the day-count basis, balance changes, reset timing, fees, and other terms.

If principal changes during a period, split the calculation at each relevant date. A repayment halfway through a month reduces subsequent exposure; a new draw increases it. Also split at rate changes. Each interval should identify the applicable principal, rate, number of days, and contractual denominator.

Run a second scenario only after preserving the confirmed case. An additional hypothetical 0.25 percentage point increase can be useful, but label its effective date as a management assumption. Accounting controls: separate evidence, calculation, review, and decision

Source data: Treasury or the designated finance owner supplies the agreements, rate notices, balances, and payment dates. Accounting supplies the reconciled ledger balances and existing accruals. Each input needs a source reference and an as-of date. Preserve the previous forecast version so reviewers can distinguish a rate change from a new borrowing assumption.

Calculation: A deterministic schedule applies the documented formulas to each interval. It should calculate baseline interest and revised interest from the same principal schedule, then show the difference. Keep changes in principal, benchmark rates, spreads, and fees in separate bridge lines rather than attributing every movement to the policy announcement.

Review: A controller or independent reviewer recomputes at least one affected interval for each distinct calculation convention and checks the full population for missing reset dates. Reconcile modeled principal to lender evidence, then reconcile lender evidence to the ledger. Investigate unexplained differences before using the model to approve cash commitments.

Decision: The CFO or authorized finance leader owns any change to liquidity buffers, borrowing plans, capital spending, or distributions. Keep accounting entries separate from forecast sensitivities. For the simplified example, incremental October interest accrued but unpaid would debit interest expense and credit interest payable. Payment would debit that payable and credit cash. Do not post those amounts merely because a scenario produces them; the accounting period, contract, and actual obligation must support the entry.

If the existing accrual already incorporates the revised rate, no additional adjustment is needed for the same amount. Principal and cash balances are point-in-time measures. Interest expense and interest payments are flows over periods. Never add monthly closing debt balances together and call the result annual borrowing exposure. Define the sign convention in the report. In the example, incremental interest expense is positive $541.67, while incremental cash outflow reduces available cash by the corresponding payment amounts. A consistent convention prevents an expense increase from appearing as a favorable cash variance.

Finally, retain a short exception log. Examples include an unsigned amendment, a missing rate notice, a disputed lender charge, and a hedge settlement that does not align with the borrowing schedule. Turn the result into a specific funding decision

Present the revised cash forecast with the minimum cash week, available liquidity by entity, and the incremental debt-service amount. Compare the result with a management-approved cash threshold. A rate increase may be small in annual terms but relevant when its payment coincides with payroll, tax remittances, or a large supplier settlement.

Use an explicit decision rule. For example, a fictional group might require CFO review whenever an entity's forecast unrestricted cash falls below its approved operating reserve. That threshold should come from the company's obligations and risk tolerance. It is not an industry benchmark or a universal percentage of revenue.

Show any deposit-income benefit separately. A modeled increase in deposit yield should have supporting account terms, an eligible balance, and a receipt date. Do not assume that every dollar of cash earns the new rate, or that an interest receipt arrives before the borrowing payment it might offset.

If the revised forecast narrows covenant headroom, rerun the applicable contractual calculations.
